The Compliance/BSA Officer provides administration to oversee the compliance of laws and regulations as they apply to the financial institution by performing the following duties and responsibilities:
Researches federal and state banking laws and regulations, reviews the bank’s policies and procedures and ensures bank’s compliance with laws and regulations. Attends seminars and workshops covering regulatory and compliance issues and reports material changes to management.
Oversees all aspects of the performance of the Compliance Program, taking appropriate steps to improve the effectiveness of the program.
Coordinates or conducts compliance training and ensures staff has the resources to stay in compliance; schedules meetings with departments and supervisors as necessary to provide information on compliance changes that affect them.
Responsible for monitoring compliance and supplying information to the Board of Directors and Senior Management.
Responsible for all areas of the bank’s BSA program; may perform various functions individually or may assign to operations staff, as appropriate.
Using software and reports, identify higher risk customers for enhanced due diligence. Ensure the maintenance of accurate and complete records on the bank’s high-risk customers including documentation of enhanced monitoring.
Ensure the training of all affected management and staff within the company with regards to their particular roles in BSA compliance.
Acts as a backup to the Internal Audit functions as an independent and objective body.
Represents the bank and provides leadership in key community activities, including business, charitable, civic and social organizations to maintain proper responsible citizen stature for the bank.

Requirements for the qualified candidate includes the following:
Bachelor’s degree or equivalent combination of education and experience.
7-10 years related work experience.
Proficient in Microsoft Office programs.
Extensive ability to read, analyze and interpret government regulations, trade journals and legal documents. Must be able to respond to common inquiries from regulatory agencies, court and outside consultants.
Strong written and verbal communication skills.
Strong attention to detail.
Compliance and/or BSA certification preferred.

In the early 1900’s, the town of Keystone, Iowa had two banks, German State Bank and Farmers Savings Bank. When the depression hit, both banks failed and the State Banking Department was placed in charge in 1932. To meet the needs of the community, Keystone Savings Bank officially opened for business on April 27, 1935.
